Work Skills Vouchers Participant Eligibility
 
To be eligible for a Work Skills Voucher, an individual must:
 
• meet the eligibility criteria specified below; 

Category 1 – Residency

Individuals must be:

• an Australian citizen; or

• a permanent resident of Australia.

Evidence of citizenship or residency status needs to be sighted by the approved organisation. Evidence will take the form of one of the following: an Australian birth certificate, birth certificate extract, Australian passport, naturalisation certificate, green Medicare card or appropriate visa (this may include a Visa Evidencing Card that demonstrates a protection visa). The original document must be sighted.

New Zealand citizens who have permanent residency status in Australia are eligible to apply to the Programme. Those New Zealand citizens who entered Australia after January 26 2001 hold a Special Category Visa (TY444) and are not eligible for the Programme, as they do not have permanent residency status in Australia.
 

Category 2 – Age

Individuals must be aged 25 years or over at the time of commencing an approved course/qualification.

Original evidence of age must be sighted by the approved organisation. Evidence will take the form of one of the following: a passport, birth certificate, birth certificate extract or current drivers licence.

This evidence will also serve as proof of the individual’s identity. If individuals have changed their name through marriage or via deed poll you should provide appropriate evidence to support the above documentation.

Category 3 – Prior Education/Qualifications

Individuals are eligible for a Work Skills Voucher providing they do not hold, and are not currently enrolled in:

• a Year 12 qualification; or

• a qualification equivalent to Year 12; or

• any vocational certificate level ll or higher level qualification.

An individual who has completed one or more competencies that do not form a qualification, or who has completed courses that are not accredited nationally is not considered to hold a Year 12/equivalent course or vocational certificate level II or higher qualification. This includes qualifications that are not recognised within the Australian Qualifications Framework (AQF), e.g. a First Aid Certificate.

Individuals with Year 12 or equivalent qualifications obtained overseas may be eligible to participate in the Work Skills Vouchers Programme. Where a prior qualification has been attained overseas, the individual or approved organisation, must contact the appropriate authority to determine whether the qualification is recognised by the Australian Qualifications Framework (AQF). Approved organisations are advised to refer these individuals to the Department of Education in their state for assessment. Written evidence from the Department of Education will be required to support this claim.

Individuals with University degrees from institutions outside of Australia will not be considered eligible for the Programme as they hold a qualification higher than a certificate level II.

Individuals that hold trade certificates that are no longer recognised or who have not worked in the trade for a significant period of time are not eligible for the Programme as they hold a qualification higher than a certificate level II. In extenuating

circumstances a waiver may be sought and DEST would evaluate these on a case by case basis.

An approved organisation will need to collect a statutory declaration from the individual declaring that they do not hold, and are not currently enrolled in, any qualification that will affect the individual’s eligibility to receive a Work Skills Voucher.

Category 4 – Priority Target Groups

An individual must belong to one of the following priority groups and priority will be given in the following order:

1. Unskilled workers who are:

• working one hour or more per week in paid employment, with no formal qualifications – confirmed by sighting a payslip issued within the last month or a payment summary for the last month; or

• self-employed – confirmed by sighting evidence of self-employment.

2. Income support recipients who will either face active job search requirements within the next two years or for carers, have the intention to return to work within the next two years – confirmed by sighting an Income Statement from Centrelink and an Activity Agreement (if relevant) within the last month, or a statutory declaration signed by the individual. This includes:

• parents (or guardians) on parenting payments whose youngest child has turned 4 and who, if still receiving income support, will be required to look for work when their youngest child turns 6; or

• carers on carer payments; and

• participants in the Australian Government’s Disability Employment Network, Personal Support Programme or Vocational Rehabilitation Service.

3. Activity tested unemployed job seekers in receipt of income support and participating in the Job Network (provided they continue to meet their activity test requirements) – confirmed by sighting an Income Statement from Centrelink and Activity Agreement, or a statutory declaration signed by the individual.

4. People not in the labour force who:

• are voluntarily not in the labour force;

• have carer responsibilities,

• people who are voluntarily participating in employment
 

services; or

• are Income Support recipients that do not face active job search requirements, including individuals receiving Disability Support Pension.

These individuals must intend to seek work after achieving their approved qualification – confirmed by a statutory declaration signed by the individual.

A proforma statutory declaration is provided to all approved organisations by DEST as part of the Services Contract.
